Yes, it also encourages people to defense bash people at your military rank level in order to "get out of bandit" status. You stand to profit more from attacking at your level. Everyone above you and 100 ranks below you in military rank are hp. The encouragement is to attack people at your level - and by level it means by military rank, not overall rank.
